Youngstown A homegoing celebration in honor of Mrs. Frances Juanita Pegues Carter will be held Thursday March 23, 2023 at 11am at the Jaylex Event Center, 2110 Glenwood Ave in Youngstown, OH. Frances J. Pegues Carter, 93, passed away Monday, March 20, 2023, at her home, with family by her side. Born the ninth of 10 children, in Youngstown, to the late Paul and Jessie Pegues Brailey, Frances attended city schools and graduated from The Rayen High School and Youngstown State University. Frances retired as Trumbull County Deputy Sheriff Chief of Security of the Youngstown Municipal Airport. Prior to law enforcement, she worked in nursing, in social work and community activism. She was a lifelong member of Centenary United Methodist Church and very active in The National Council of Negro Women, who honored her as A Woman Of Distinction. She loved her family, friends, neighbors and giving wise, tested counsel to the community. Frances loved traveling, literally crisscrossing the U.S., and was most proud of her visit to the Holy Land and South Africa, by way of England and France. She is survived by sons, William L. Pegues and Jon O. Burnside; daughters, Charlene McKay Walker Dunlap (Vernon) and VonCeil Carter Crenshaw (Tony); a host of grandchildren, great-grandchildren and great-great-grandchildren; and nieces, nephews, great-nieces and -nephews, and great-great-nieces and -nephews. Preceding her in death were her son, Darryl M. Pegues; brothers, Robert, Paul Jr., Carl, Charles and William Pegues; and sisters, Elva Pegues DeJarmon (Mark), Mazzerine Pegues Thompson (Leo), Dr. Lillian Pegues Jennings and Elsie Pegues Shannon. The family will receive friends Thursday March 23, 2023 from 10-11am at the Jaylex Event Center. Interment will be in Tod Homestead Cemetery.

Resolution of Respect for Aunt Frances Juanita Pegues Carter We are today comforted by the words of Our Lord in Revelations21:4 which says " And God shall wipe away all tears from their eyes' and there shall be no more death, neither sorrow, nor crying, neither shall there be any more pain; for the former things are passed away." Whereas, our beloved aunt Frances Juanita Pegues Carter passed from this life peacefully on Monday March 20, 2023 and Whereas, it has pleased Almighty God to take unto Himself our dear AUNT FRANCES in the providence of the all knowing Divine God, and Whereas, in God's Holy Wisdom, He has called home Aunt Frances to dwell with Him in the Glories of Paradise, please know, your family in Benton Harbor Michigan, offer our sincere condolences to our cousins and extended family. Your sorrow is our sorrow. We loved Aunt Frances and will forever remember the love shown to us every time we saw her or spoke on the phone. The memories she shared with us about our dear mother Elsie, and our entire Pegues family will forever be etched in our minds and in our hearts. In the words of John, Chapter 14:1-3 "Let not your hearts be troubled. Believe in God; believe also in me. In my Father's house are many mansions. If it were not so, would I have told you that I go to prepare a place for you? And if I go and prepare a place for you, I will come again and will take you to myself, that where I am you may be also." Be at peace in the everlasting love of the Lord dear family. A RESOLUTION OF RESPECTfor Mrs. Frances Juanita Pegues Carter- We the National Council of Negro Women, Inc. the loving members and friends of Mrs Frances Juanita Pegues Carter want the family to know that we gather together with them to mourn the passing of one the Youngstown Section's "GREAT WOMAN" -Whereas, Mrs Frances Carter served God and the NCNW FAITHFULLY -Whereas Mrs Carter was a proud and dedicated member of our organization, She will always be a treasured member of the Youngstown Section of the NCNW. Her every deed was in our organization's mission to support the community. Mrs Frances Carter worked with diligence and vigor to achieve the goals of the National Council of Negro Women, Inc. -Whereas, Mrs Frances Carter beloved in the Youngstown Section of the National Council of Negro Women, Inc. to the extent that her bio was included in a book about members of NCNW.-Whereas the passing of Mrs Frances Carter as one of our leaders will cause a deep void and sadness in our section. Her membership will be placed along with all others in the history of our organization. Therefore be it resolved that we as a National Organization will mourn with the family and continue the great work of Mrs. Frances Carter. Therefore, let it be known that we can't replace Mrs Carter but we will attempt to improve our lives and live our lives as demonstrated by her great example! Therefore, let it be known that we know the deep loss and sorrow your family is experiencing. We share in your sorrow but recognize the Lord has accepted into his presence a good and faithful servant. Be it further resolved that that our Organizations extends heartfelt sympathy and prayer to Mrs. Frances Carter's family. Be it resolved to say that if you need the NCNW, Inc. in any way let nothing stand in the way of your call because we will be there for you just as Mrs Carter was always there for our organization. You were my biggest fan, my inspiration, my very first teacher, my provider, an example of perseverance over poverty and courage turned onto confidence. You instilled in me a love of adventure and excitement for what could be experienced outside my own zip code. You were my first personal chef and how we loved your fresh picked, fresh cooked farm to table meals. You were an example of re-use, recycle, repurpose and saving resources way before it became popular impressing upon me the importance of not being wasteful. Thank God for you. Thank God times got better for us. Certainly you worked hard and did not mind hard work or playing hard. Your work in this life speaks for itself. Your spirit lives in my heart. Your love forever embraces me still. I'm proud to be your daughter, your mini-me, your protege and part of your lifer's work. As your spirit washes over the here after, gives all the loved ones and good souls in the spirit realm my greetings including, Aunt Mattie, Darryl, Gina just to mention a few. For souls not named here, I greet them still. You are missed but finally have relief from your pain and suffering- relief that is everlasting. Love you my heart, my Queen, my mother.
The Pegues family of the Carolinas offers heart-felt sympathy to the Pegues-Carter family in Ohio. It was a pleasure to meet Cousin Frances at past reunions. Her beautiful personality will be long remembered.
