Mr. Richard David Westley, Tucker Ave. Waynesboro, GA was born July 25, 1945 to the parentage of the late Warner Tolbert, Sr. And Virginia Westley Tolbert.

Richard made his transition on Sunday, June 25, 2023 at Azalea Health and Rehabilitation Center. He joins his parents, children: Cedric Phillips, Teresa Lovett and Kenricka Cuyler; his siblings: John Albert Styles, James Henry Tolbert, Willie James Tolbert, Daisy Styles Hicks, Ruth Pearl Butts, Annie Jean Atkins and Catherine Jenkins Tolbert.

Funeral services will be held Saturday, July 8, 2023 at 1:00 at Blount Chapel Baptist Church, Louisville, GA.

Interment will be held Monday, July 10, 2023 at 1:00 P.M. at Georgia Veterans Memorial Cemetery, Milledgeville, GA.

Public Viewing will be held Friday, July 7, 2023 from 3:00 - 6:00 P.M.

He lived most of life on and around Burke County. He was a member of Blount Chapel Baptist Church and gave a portion of his life for the defense of his country joining the U.S. Army in 1969. During his tour of duty he graduated from USA TSCH - Seaman and served in Vietnam receiving a Vietnam Service Medal with 2 Bronze Service Stars. He also received a Nation Defense Medal and Vietnam Campaign Medal with / 60 Device and

He leaves to mourn his passing his loving children: Dedrick (Keisha Bussey) Phillips and Shankia Cuyler, Aiken, S.C., Timothy Godbee, Jr., Anthony Phillips, Virginia (Rakeem Lee) Westley, Shanikia (Robert Henderson) Phillips, Shanial Phillips, Augusta, GA; his siblings: Richard Tolbert, Salisbury, MD, Warner (Lillie) Tolbert, Jr. , Waynesboro, GA, Robert Lowery, FL, Ada McGee, Louisville, GA and Irene Tolbert Jones, Chicago, IL; grandchildren: Sedrick Lovett, Isis Young, Jaquez Williams, Makayla Cuyler, K'Vonte Cuyler, Kayona Cuyler, Malik Cuyler, Dedrick Kelly, Dedriel Kelly, Dorian Reeves, Duntrez Godbee, Zaygon Godbee, Tremell Phillips, Montrez Phillips, Shaquita Walker, Anthony Phillips, Jr. , Delaysia Herndon, Jaquavious Walker, Journai Phillips and Kensley Wilson; great grandchildren; nephews and niece that he reared as his own: Leon Walker, Jr., George (Patricia Williams) Westley and Bianca (Chris Stone) Kelly ; special friend: Melody Phillips and Angela Herndon; long time friend: Ernest Jenkins; his caregiver and loving niece: Gloria (Alonzo) Jones; a multitude of other niece, nephews and other relatives and friends.
