Toni was born in Saint Augustine, Florida to the late Earl L. Harper, Sr. and Bernice Lacey Harper on December 28, 1958. She was affectionately known by her family as “TipToe.” Toni attended Saint Augustine High School and graduated as an Honor student with the class of 1976, where she established many life-long friendships. After graduation, Toni furthered her education at Jones College where she earned an Associate degree in Accounting. She was involved in The Remnant Outreach Ministry for several years. In addition to her school and church activities, she was commissioned as a Notary Public and was a member of the National Notary Association. Toni also acquired certification as a Certified Nursing Assistant (CNA) while employed as a Bookkeeper at Norwood Elementary School in Jacksonville. Toni moved back to Saint Augustine after obtaining a position as a Senior Residential Instructor at the Florida School for the Deaf and Blind in Saint Augustine where she retired after years of dedicated service. After retiring, she enjoyed creating memories with her three (3) granddaughters and family members.

Toni had an altruistic spirit and a passion for helping those in need. She would give clothing and shoes to the unsheltered and food to the hungry in her community. She instilled those same positive traits in her two children and three grandchildren. Toni had a joyful heart and loved to laugh. She had a way of lifting the spirits of everyone she met.

She is survived by her mother, Bernice L. Harper (Eluid Coley) of Saint Augustine, two daughters, Parris Q. Hall of Jacksonville and Khadisja Reed; three granddaughters, London Early, Italy Hall, and Milan Hall; two brothers, Earl L. Harper, Jr. of Saint Augustine, and Rick R. Harper (Kimberly) of Colorado Springs, Colorado; a half-sister, Cheryl Terry (Erich Terry, Sr. deceased) of Saint Augustine; and loving nieces, nephews, cousins, church family and friends , all of whom will miss her dearly.
